The Ravens have made it clear that they want to sign Lamar Jackson to a long-term contract. If that doesn't happen, there's a growing sentiment that Baltimore would be an ideal landing spot for one of the top quarterbacks in this year's draft. Kinda misleading in that the Ravens aren't considering it; this is just some talking heads thinking they might if they don't re-sign Lamar.
I'm not even sure the Ravens would go that route if they don't re-sign Jackson - they built this offense around Lamar, and they may very well go to a more balanced attack and find a more traditional pocket passer.
Also, Richardson won't be on the board when the Ravens select - way more likely he winds up in Carolina or Atlanta.

They may trade up for him if they dump Huntley.

They may trade up for him if they dump Huntley. No chance. They will go WR or OL. If they pick a QB to replace Huntley it'll be in the later rounds.

I had hopes for Huntley, he showed flashes but he fizzled.
I hope they pay Lamar...IF.. his leg is good to go only.
