Maybe I'm missing something. Other than the cost of maintaining the perimeter of the eruv, isn't this kind of a "who cares" to anyone but orthodox Jews? Further, if the community has to spend money maintaining the perimeter, isn't that a violation of the separation of church and state?

The township approved installing an eruv covering the whole municipality. It apparently did not consult with the Orthodox community. Such a large eruv may be impractical.
